Hills make Mayweather 8/11 favourite with the draw an 18/1 chance.
“Pacquiao won comfortably against Clottey although he seldom looked like stopping him and Clottey did occasionally trouble Manny with his power,” said spokesman Graham Sharpe.
“Now it is up to Floyd to do the business against Sugar Shane Mosley to set up the super-fight the world wants to see.
“We made a significant profit on the Pacquaio-Clottey fight as there was a hefty gamble on a late rounds stoppage win for Manny which did not materialise.”
Ladbrokes cannot split Pacquiao and Mayweather Jnr.
The Filipino is 10/11 and the American is the same price to claim the pound-for-pound crown.
Ladbrokes spokesman Nick Weinberg said: “Pacquiao’s work rate against Clottey never diminished. His constant pressure is sure to give Mayweather problems.”
