The former Dundee United player won the last of his eight caps in a 1-0 win in Estonia in May, 2004.
Scotland boss George Burley sent for Gallacher after number one keeper Craig Gordon pulled out.
The 26-year-old suffered a fractured arm in a collision with Jermain Defoe during Tottenham’s 2-0 win at White Hart Lane at the weekend.
